Florida DOT's proposed "18-Mile
Stretch" Project is not necessarily a done deal.
John Hammerstrom, an activist and
Last Stand member in the Upper Keys,
has, over several years, dedicated countless hours to researching all
the issues surrounding this project. The following document is a
compilation of John's research on all those issues, in a very
well organized and meticulously footnoted research paper. Carol
Smith, another Upper Keys Last Stand
member, assisted, along with a couple other Upper Keys folks.
